2: Šarūnas Keserauskas from Lithuania
A key competition law development in Lithuania in 2020: The most significant competition law development this year has been the final segment in the joint bidding case that started with the Competition Council’s infringement decision back in 2017. In June 2020, the Supreme Administrative Court of Lithuania confirmed the authority’s decision to impose a fine of EUR 3.7 million to Active Construction Management UAB and EUR 8.5 million to AB Panevėžio statybos trestas, and in October the same Court rejected one of the appellants’ attempt to renew the procedure. Some say, joint bidding by competitors in the construction sector will never be the same.
A place to visit in Lithuania after the pandemic: That must be Neringa, a town – or rather a collection of several villages – located on a narrow and long strip of land between the Baltic Sea and the Kuronian Lagoon, where Thomas Mann used to spend his summers back in the days. Go there any time of the year, stay for a week, read a book, walk a lot, don’t do much, enjoy – it is that good.
Šarūnas Keserauskas is Chairman of the Competition Council (Konkurencijos taryba) in Lithuania. Prior to taking his current position, he was Senior Legal Adviser at the UK Office of Fair Trading.
